I run an application and the get an SQL error as follows: "Failure getting record lock on a record from table". What does this mean? We are using a Progress database with m-Power.

This is a message coming from your Progress database. It would appear like there are other database transactions that are accessing the same table right now and the database is configured to prevent two transactions from stepping on each other's toes. Typically this is referred to as Transaction Isolation Level in the context of relational databases, and is a configurable setting for all database vendors (to my best knowledge).
