For technical staff, it’s usually AI coding tools. According to Stack Overflow’s 2025 developer survey, 45% of developers admit to using unsanctioned code assistants at work. That’s nearly half your development team using tools that IT never evaluated, approved, or in many cases even knows exist.
For business staff, it’s consumer AI like ChatGPT, Perplexity, Claude, or Gemini. People use them to draft documents, analyze data, summarize reports, and answer questions about customers, products, and internal processes (often with real company data in the prompt). For developers who want to move fast, it’s AI-generated applications. A developer gets a task that would normally take three weeks. With an AI coding tool, they ship something in two days. The business is happy. But ask yourself: what did they actually produce?
The scale is hard to ignore. Web traffic to generative AI sites grew 50% in a single year, reaching more than 10 billion visits by early 2025, according to Menlo Security’s enterprise research. 68% of the employees driving that traffic are using free personal accounts, not IT-approved platforms.
The problem: Governance infrastructure hasn’t kept up. Only 15% of organizations have updated their acceptable use policies to even address AI tools, according to ISACA. The behavior is widespread, but…the policies are not.
Why This Is Different From the Shadow IT You’ve Been Managing
Shadow IT wasn’t easy to manage, but it was at least manageable in a familiar way. Someone installs an unapproved Dropbox account. You eventually find the invoice, or a security scan turns it up, and you have the conversation. Either sanction it or shut it down. The scope is usually one tool, team, or decision point.
Shadow AI is different in two important ways.
- The pace. Shadow IT grew slowly, driven by convenience. Shadow AI is growing because the tools are genuinely capable and improving every few months. The business has seen what AI can do. They’re not going to slow down voluntarily.
- Shadow AI produces output. Shadow IT was an app sitting in a vendor’s cloud that IT didn’t control. Shadow AI is generating code, building applications, creating automations, and writing workflows. Your organization doesn’t just have an unauthorized tool. It has unauthorized artifacts that are running somewhere, touching your data, with no defined IT ownership.
That’s a fundamentally different thing to clean up.

Let me be specific about what happens when a developer uses an AI coding tool to ship an internal application.
They build something in a day or two. That’s fast. Impressive, even. The business is happy and IT looks slow by comparison. But examine what was actually built.

That’s shadow AI governance at its most expensive: It’s not a breach…just a quiet operational failure with no paper trail. Multiply that by the number of people in your organization who are building things right now that IT doesn’t know about.
Why Tighter Policies Don’t Solve Your Shadow AI Problem
I know what you might be thinking. The answer is a clearer, stricter acceptable use policy. Block the unauthorized tools. Make the rules explicit.
That approach has a fundamental problem when it comes to shadow AI specifically.
According to Gartner’s CIO survey, shadow AI is the number one indicator of unmet business needs. People aren’t using unauthorized tools because they’re careless about policy. They’re using them because the approved path is too slow. The business has a need, IT has a backlog, and an AI tool offers a faster answer.
If your team takes six weeks to build what an AI tool can produce in an afternoon, a policy isn’t going to change the math. It just makes people more careful about what they tell IT.
Trying to block offending tools will just turn into a game of whack-a-mole. Block one tool and they find another. What a Governed AI Path Actually Requires
Before naming a solution, it’s worth being clear about what a governed AI path actually has to do. Because most of the governance frameworks you’ll read about online stop at the policy layer. They don’t tell you what the delivery mechanism is.
A real governed path for AI needs four things.
- It has to connect to your existing data. It doesn’t require a migration to a new system or pushing your data to a vendor’s cloud platform. The AI tools your business needs have to read from the databases you already have: your ERP, SQL databases, and legacy systems. That’s where the actual business data lives, and where the AI needs to operate.
- It has to be fast enough to compete with shadow tools. If standing up a governed AI tool takes months, the business won’t wait. The platform IT uses to build AI applications has to reduce development time dramatically, not add to it.
- The AI has to inherit your security model. It shouldn’t require a separate security layer to be built on top. Every AI tool your team builds should use your existing authentication and access controls. The AI sees exactly what you decide it can see. Data access policies that apply to your other applications apply here too.
- The whole ecosystem has to stay governed. The dashboards the AI connects to, the portals users access, the reports it generates, the workflow automations it triggers: they all need to live in the same governed environment. An AI layer bolted onto ungoverned applications doesn’t solve the problem.
The Right Time to Act Is Before the Incident
Shadow AI is still early for most organizations and the scale isn’t fully visible yet. The apps that were generated, the data that was shared, and the automations quietly running probably haven’t caused a visible problem yet.
That changes with the first incident. Maybe it’s a data exposure. Maybe it’s a regulatory inquiry about where sensitive information was processed. Or perhaps it’s an AI-generated app breaking something in production with no one who understands it well enough to fix it.

The ungoverned apps and workflows exist, but they’re not yet deeply embedded in critical processes. Acting now, before the first significant incident, is considerably easier than acting after one.
The organizations that navigate this well won’t be the ones with the strictest policies. They’ll be the ones whose IT teams could deliver governed AI fast enough that the business never needed a workaround in the first place.
